According to the website of the US International Trade Commission on February 4, 2025, the US International Trade Commission (USITC) ruled today that the US industry will not be substantially harmed or threatened with substantial harm due to glass wine bottles imported from China and Mexico. The US Department of Commerce has previously determined that these glass wine bottles are sold in the US at prices below fair value. Amy Karpel, President of the United States International Trade Commission, and members David S. Johanson and Jason E. Kearns voted against it. Due to the negative decision of the committee, the Ministry of Commerce will not issue anti-dumping duty orders on the product imported from China and Mexico. The committee's public report "Glass Wine Bottles from China and Mexico" (investigation numbers 731-TA-1662 and 1663 (final), U.S. International Trade Commission publication No. 5588, February 2025) will include the committee's opinions and information obtained during the investigation. On September 30, 2024, the US International Trade Commission (ITC) unanimously passed four votes, determining that the import of Chinese glass wine bottles did not cause substantial damage to the US industry, and therefore the countervailing duty was lifted. Although the subsidy rate previously calculated by the US Department of Commerce was 21.31% -212.58%, the no harm ruling exempts Chinese companies from paying countervailing duties. At this point, the US's "double anti-dumping" investigation into Chinese made glass wine bottles has ended with no harm from both anti subsidy and anti-dumping measures. The "double anti-dumping" case was filed by the U.S. Glass Producers Coalition on December 29, 2023, to the U.S. Department of Commerce, requesting an anti-dumping investigation into glass bottles imported from China, Chile, and Mexico, and a separate anti subsidy investigation into similar products from China. On January 19, 2024, the US Department of Commerce officially filed a case involving glass wine bottles under customs code 7010.90.5019, mainly used for 750ml capacity wines (such as Bordeaux, Champagne, etc.), with specific specifications including specific height, bottom diameter, and mouth outer diameter.
